According to the Zoning Plan for the period of 2022 - 2030, to implement the Planning Law. Proposing to expand the Red River Delta region by 4 more provinces: Hoa Binh, Phu Tho, Thai Nguyen, Bac Giang to become the Northern Delta and Midlands.

Developing tourism associated with agriculture and craft village products
Hanoi has set a target that in the period of 2022-2025, each district and town with potentials and strengths in developing agricultural and rural tourism will deploy 1-3 community-based tourism products and services and tourist attractions.
Challenges:
Urbanization, free-trade agreements
Agriculture in the Red River Delta is facing many risks such as: shrinking cultivation area due to urbanization, shortage of human resources, climate change, and market competition derived from the new generation of free trade agreements. Therefore, green agriculture development in the Red River Delta should be considered as one of the important solutions for sustainable development in this region. The green economy development in the agricultural sector not only contributes to the rational, economical and efficient use of natural resources and protects the environment, but also changes the structure of production and consumption, bringing about economic efficiency, creating more jobs and improving people's living standards.

The provinces around Hanoi have formed many satellite towns, which focus on developing peri-urban agriculture to provide products for the capital and surrounding urban areas.
